From comments by qijm: If a discriminatory policy doesn't result in a safer blood supply, then it is clearly based on either irrational prejudice or historical inertia, and I believe of course that it should be eliminated. If it does, however, then it's necessary to decide whether the increased safety (of a possibly decreased supply) is worth it.
